The Lackawanna County Commissioners presented the first deed for a property transfer on Clay Avenue and Poplar Street along with $10,000 in Community Re-Invest funding to Robert “Ozzie” Quinn, center, President of the Hill Neighborhood Association (HNA), which all relate to the group’s efforts in fighting blight, repurposing properties, and improving the quality of life in Scranton’s historic Hill Section. The Re-Invest funds will be used for landscaping and environmental management for several vacant lots in the Hill Section. The University of Scranton and the County played major roles in the HNA’s revitalization program.
