The vision for this study is to identify and investigate all possible land areas that may be amenable to motorized uses in Lackawanna County; identify those specific areas that are most conducive to recreational motorized uses; propose several ways in which motorized uses can be incorporated in those areas; thoroughly research and pinpoint any and all problems that would be associated with implementing motorized use on lands; and outline the costs of developing motorized facilities and their short-term and long-term maintenance, as well as future potential owners.

The purpose of this RFQ is to solicit proposals from professional organizations with a proven history of developing and maintaining the goals of ARTS Engage!, which is to develop pro-social skills in youth by providing high quality art education and experiences, mentorship and positive peer experiences. The specific objectives of ARTS Engage! are to help youth develop resiliency, self-esteem and positive social and artistic skills. The Lackawanna County Conservation District is seeking bids from forest planting contractors to plant approximately 10 acres of forest riparian buffer in Lackawanna County Pennsylvania. Services sought entail:

The contractor shall scalp away the turf at each tree seedling planting location, plant approximately 250 bare-root tree seedlings per acre, install approximately 250 five-foot (5’) perforated tree shelters, with 1”x1” white oak stakes, reversible ties, and netting on approximately 10 acres during the spring-summer-fall of 2022. Trees will be planted on properties within the Elm Brook and Leggetts Creek watersheds in Lackawanna County, Pennsylvania.

Request for Qualifications for the Management of the Emergency Rental Assistance Program

Lackawanna County (“County”) invites responses to this Request for Proposal (RFP) from qualified, experienced Vendors who can provide reliable, cost-effective inmate commissary services which meet the requirements described in this RFP at the following facility:

Details about the Lackawanna County Prison (“Facility”) can be found in Appendix A – Facility Specifications. County is seeking an experienced Vendor to provide a commissary system to regularly distribute a variety of common food and non-food items to the inmates housed in the Facility listed in Appendix A – Facility Specifications.
Commissary services shall include order processing, delivery, and distribution of purchased goods to inmates, provision of on-site staff, inventory management, accounting and reporting, software and software support and all other services associated with providing commissary services at the Facility as described herein.
The Facility is comprised of a 1,200 bed, multi-unit complex housing both male and female pre-trial inmates which may be housed at the Facility anywhere from one day to less than five years. The Facility houses maximum, medium and minimum security inmates. The average monthly population for the Facility is approximately 934 inmates. County’s current commissary environment includes inmates ordering commissary through the Inmate Telephone System (ITS), which is then deducted from the inmate’s trust account which is managed by the OMS. The commissary provider delivers the bagged orders to the Facility, and both commissary and off-duty Facility staff, deliver the purchased items to the inmates.
County may engage third party consultants both in the process of this procurement and in the management of the day- to-day operations of the commissary services. If a consultant or agent (“Designated Agent”) is engaged, Vendor will cooperate with the Designated Agent as directed by County, including following instructions found in this RFP, and if awarded, the operation of the commissary services. Throughout this RFP, County shall be deemed to include both County and its Designated Agent or consultant, if any.

This includes but is not limited to, targeted recruitment of mentors, conducting matches, monitoring matches, conducting orientation, and work with the University of Scranton to conduct program evaluation. This person will also work with OYFS and UoS to set up evaluation measures prior to the start of the program.
A qualified agency, institution, or individual will be responsible for all mentor and mentee matches as well as participation in monthly meetings to review cases.

RFP – Library Outreach Vehicle Consultant

The Lackawanna County Library System operates ten libraries and one bookmobile. The bookmobile was purchased in 2000. Due to its age, the vehicle has reached the limits of its usefulness and reliability.
The Library System seeks a consultant to assist in the development of a modern, future-oriented outreach vehicle to provide library services throughout Lackawanna County.
The vehicle’s mission will be to reach portions of the underserved population who face barriers to making in-person use of our ten libraries, to include those living in low-income areas, minorities, the homeless, the homebound and institutionalized, and those without transportation. The service plan will place an emphasis on children and the elderly who have no access to other library outlets.
The consultant will work with a team of librarians and trustees to explore opportunities and develop a vision for vehicle-based outreach services for Lackawanna County that will meet the needs of our residents today and into the future. The consultant is expected to work with the team throughout the process of designing and procuring the outreach vehicle, from vision to delivery.

RFP – Project Consultant – Recreation Needs and Parks Assessment
The Lackawanna County Parks Department provides a broad range of recreational programs and services to the residents of Lackawanna County, as well as maintenance and oversight of the County’s Park system. The County’s Park system encompasses, but is not limited to, 4 parks including McDade, Merli-Sarnoski, Aylesworth, and Covington. The rationale for the request for proposals is based on projects either contemplated, or in process, including improvements to McDade Park, McDade Park Proposed Pool and Splash Complex and proposed improvements to the entire parks and outdoor recreation systems.
