The Marriage License Bureau is a division of the Clerk of Orphans’ Court, an elected office held by Frances Roland Kovaleski. She has been serving the public in the capacity of Deputy since 1995 and was elected Register and Clerk in November, 2013.
The primary function of the Marriage License Bureau is taking application for and issuing marriage license to couples who plan to be married in the Commonwealth of Pennsylvania.
The Marriage License Bureau archives all marriage licenses, issued in Lackawanna County from 1885 – to present day. All births and death records that have been recorded before 1906 are available on-line under the caption of “Genealogy research” and an excellent resource for tracing your family tree.

Requirements: |
Photo ID, (valid driver’s license), OR Current Passport, knowledge of Social Security Number, along with a $70.00 personal check or money order made payable to Marriage License Bureau. NO CREDIT CARDS. Once you have applied, Commonwealth Law requires a three (3) day waiting period. The license is Valid for 60 days after day of issue and you can use in any of the 67 counties in the State of PA. BOTH MUST APPEAR BEFORE THE CLERK at least 3 days prior to your marriage date. If either of the parties has been previously married, they need to present, to the clerk, a divorce Decree with a Judges signature, or a death certificate. If you have re-taken your maiden name after a divorce, a name change is also necessary. |
