Regional Planning Commission

The Board of County Commissioners created the Lackawanna County Regional Planning Commission on June 16, 1959.  The Commission is responsible for policy decisions concerning the planning program and recommendations on subdivision and land development proposals and local land-use regulations. The Commission has nine board members appointed to four-year terms by the County Commissioners. The Planning Commission is headed by the Director of the Department of Planning & Economic Development and currently has four full-time staff members to carry out the various state-mandated planning activities and numerous additional activities for the county.

Subdivision/Land Development Plans are submitted to our office.


2022 Planning Commission Meetings Update

The Lackawanna County Regional Planning Commission will hold its 2022 monthly meetings on the second Thursday of the month at 10:30 AM. Meeting dates are as follows: January 13th, February 10th, March 10th, April 14th, May 12th, June 9th, July 14th, August 11th, September 8th, October 13th, November 10th and December 8th.

The commission’s meetings are held on the 5th floor of the Lackawanna County Government Center at the Globe, 123 Wyoming Avenue in Scranton. All meetings will be held virtually on the ZOOM Platform and lived streamed on ECTV’s You Tube Channel. The public is invited to view the lived streamed meeting. County residents may submit comments/questions or request log-in information in writing via e-mail with their name and address to [email protected] no later than 9:00 AM on the day of the meeting.

Lackawanna-Luzerne Transportation Study Metropolitan Planning Organization Combined Committees Public Meeting

The Lackawanna-Luzerne Transportation Study Metropolitan Technical and Coordinating Committees will hold a combined virtual meeting on April 20, 2022 at 1:00 PM.  The meeting format will be hybrid:  in-person at PennDOT District 4-0 Offices, 55 Keystone Industrial Park, Dunmore, or anyone wishing to attend virtually should contact Chris Chapman by e-mail at:  [email protected] or call the Lackawanna County Regional Planning Commission at (570) 963-6400. Information on the meeting is available on the MPO website: www.lltsmpo.com


Subdivision and Land Development Plan Submission Procedure

In accordance with the PA Municipalities Planning Code, the county planning agency has 30 days to review and comment on subdivision and land development plans. We are an advisory body to the local municipalities. All forty (40) of our municipalities administer their own subdivision and land development regulations, and they are the final approving authority.
