Richard Barbolish, center, Lackawanna County’s Deputy Director of Emergency Management, completed the training requirements for Pennsylvania Emergency Management Agency (PEMA) certification. Last November, a three-hour exercise was conducted and involved a number of County, area human services and public safety agencies who were charged with handling a number of crisis and natural disaster situations under Mr. Barbolish’s direction.
